There is a few was to do this depending on what you mean, but I’ll show you my best way(s).
1. Find your picture and effect
I’m using a picture of PJ I had saved (just because I didn’t want to search for one) and this fireworks video. To find the right video for the effect, it must be on a plain color background to work. I’d just search youtube and google to find them. Also, I reccomend the picture be black and white or else it will not work out well in the end.
2. Make your effect into a transparent gif
To do this, follow the instructions on my transparent gif tutorial just change the quick select tool to the magic wand tool and invert the selection (crt+shit+i for windows, not sure for mac) before you refine edge. I didn’t take long to make mine because I was going quickly and it’s not too good but oh well. It looks like this:

3. Put the picture as the bottom layer
Just move it down so it is the base layers and under all the effect layers. Now, I’ve got this as my gif:
That’s about it to get that.
There’s a couple way to get a different effect with it. Do all those steps above and then put all the gif effect layers into a group.
(Make a group as the top layers and move all the gif effect layers into it. This allows you to change the layer style, blending options, and move the layers all at once)
Now to get these just follow the steps:
Click on the first frame in the timeline and the group in your layers. Now change the layer style (the drop down menu on the layers panel that should say normal right now)

And you can mess around with the others yourself because there are a lot.
Another thing you can do is change the color of the gif effect. Just use the hue/saturation adjustment or a gradient map adjustment and then put it over the group and hold down alt and hover over the adjustment layer and when you get the little square with the arrow next to it. This will assign it to the group so it won’t effect your photo color.
I made this by making the group black and white, inverting all the masks and setting the group to “soft light”:
Basically, just mess around because you’ll be able to make some really cool stuff using those.
